DOZENS of residents gathered at a public meeting to discuss parking which they claim is spilling over from Llandough Hospital into the community.
Attendees on Friday night in the Royal British Legion, Llandough, said they see parking on pavements, partially blocked driveways, greatly reduced visibility, bumped cars, clipped wing mirrors and more.
The meeting was attended by Vale council representatives. The Cardiff University and Vale Health Board did not attend.
The Penarth Times has asked the health board for comment.
Cllr George Carroll, who organised the meeting, said: "Parking problems are by far the number one issue in Llandough, clearly demonstrated by the fact we could pack out a public meeting on a Friday night to discuss them.
"It is obvious the hospital places huge pressures on parking capacity in the village, and from the moment I was elected I have been pressing for action to tackle this.
"The council needs to work collaboratively with the health board and the police to sort this out, through a combination of measures including parking restrictions in the village and improved parking facilities and access to the hospital estate.
"Council policy currently rules out residents' only parking, but this was supposed to change in the summer. This has still not happened and needs to take place as soon as possible.
"I will not rest until a solution is found to this problem which the people of Llandough have had to put up with for too long."
One resident said: “I had cars parked outside my house on the opposite side of the road and by my driveway – I have to do a 42-point turn just to get out, for the last eight years. What if an ambulance or fire engine is needed to get through? Would someone be happy with a death on their conscience, for the sake of some yellow lines?”
A Vale council spokesman said: “The council carried out a widespread consultation with Vale residents in August and September last year on a Proposed New Parking Management Policy which sets out future plans for parking provision in the Vale and includes a proposed new Resident Parking Permit scheme. The council’s cabinet is still considering the representations made during this consultation before making a decision on the final details of the Proposed New Parking Management Policy.
“The council recognises that parking issues can be the cause of concern to residents and local communities throughout the Vale and, in particular, to those residents living in the vicinity of Llandough Hospital. The council is committed to ensuring compliance with parking restrictions throughout the Vale as well as in Llandough and to ensure this is carried out efficiently and effectively ace the council is bringing parking enforcement in-house within a dedicated team from April 1, 2020.
“We are also in the process of purchasing a camera car which will be equipped with specialist equipment that uses GPS and can travel throughout the Vale detecting and enforcing parking offences over a wide area. The camera car is expected to be up and running in the new financial year actively patrolling and issuing Penalty Charge Notices where motorists are putting the safety of others at risk and causing unnecessary congestion.
“Representatives from the council attended a recent meeting of residents living near Llandough Hospital and listened to their concerns about parking in the area. The council assured residents that any safety concerns in relation to inappropriate or illegal parking will be promptly investigated and appropriate action taken. It was also agreed that officers would engage with Llandough Hospital on extraneous parking within Llandough to assist with the concerns raised during the meeting.”
