THE development’s been going on for months in one of the most prominent places on the high street – now we can reveal all that work is for an exciting new restaurant.
Work on 38 Windsor Road has been going on for a while, with intrigued members of the public watching the building being transformed, and what a transformation it might turn out to be!
Currently plans are submitted for a ground floor bar and restaurant, upper floor bars and private dining area, as well as an outside drinks terrace.

Exciting plans include an external first-floor seating area, which will provide a roof terrace surrounded by raised planters and a glass balustrade.
Dining and bar areas are proposed at ground, first and second floor level, with the kitchen at ground floor level and storage and staff areas at basement level.
'Concern for the health of Penarth Town Centre is increasing'
In one section of the Vale of Glamorgan planning department’s report on the application, it stated one councillor responded to the initial plan by advising any attempt to bring the building back into beneficial use is to be welcomed.
The report went on to say: “Concern for the health of Penarth Town Centre is increasing as more businesses fail and this could be seen as contributing to the offer of the area hopefully encouraging other independent businesses to follow suit.”
What about the noise!?
Fear not! For those who fear late-night revellers partying till the early hours on the balcony, the Vale’s report has advised the raised terrace and external areas should not be utilised after 10pm or before 9am.
It is also advised that the premise itself should not be open beyond midnight.
