The planning application
A planning application submitted by Charles M Willie & Sons (Property) Ltd was approved in May 2024.
The application was for the projection of an existing single-story extension at the front of the building and construction of a planter area and disabled access ramp.
It included the conversion of the lower ground floor to an ancillary cooking school for use in connection with the proposed restaurant.
The Hickmans Bar and Restaurant next door
The building next door to the planned Thai Restaurant is none other than Hickmans which opened on September 27.
It was transformed from the ‘derelict’ building on Windsor Road, which formerly was occupied by Blockbuster, by local investor Stuart Reid.
The investor envisaged a restaurant with ‘elegance and a vibrant atmosphere’ for the Penarth audience.
He rebuilt the building ‘from the ground up’ alongside Sean Murphy of the newly created Gastro Food Groups.
The interior design of Hickmans was done by Sarah Raegan from the company Scour Interior Design.
The new restaurant and cookery Onzon Thai is set to follow in its footsteps as the next building on Windsor Road to be given a new lease of life.
